This is a rare issue that usually is due to (a) a lack of internet connection or (b) something is blocking the access to the activation IP. You need to make sure that port 80 is open on the PC, and no anti-virus is blocking the access to the internet.
Try opening an Internet Explorer session and type into the address bar:
http://activation.enablesoft.com/
This will give you a message on the IP address to allow access to through the firewall.
